4-H Timeline of Events
Second Decade 1913-1922
Passage of the Smith-Lever Act of 1914 established the Cooperative Extension Service, of which 4-H is a part, to provide public financial support for Extension programs.
Stimulated by needs of World War I, 4-H reached a half million members. Contributions of youth in club work during World War I included increased food production and conservation, canning demonstrations and other activities. In the year before America entered the war, club membership stood at 169,000.
In 1918, first use of the term "4-H Club" in a federal document appeared in a bulletin written by Gertrude L. Warren.
In 1918, Wyoming provided the first club creed which later was adopted as the National 4-H Club Creed.
The 1919 Kansas City meeting impacted the general structure of local clubs. This encouraged expansion of projects, identified relationships between club work and vocational education, and developed general principle of local initiatives.
In 1919,West Virginia led the states in formalizing camping as a part of the 4-H movement. Camping is a prime example of how local groups working independently across the country influenced the national program.
By 1920, in addition to the organization of clubs for boys and girls, the system of volunteer leadership evolved and became well established.
In 1921, the National Committee on Boys and Girls Club Work was formed. This committee coordinated private support which was needed to implement projects, contests, events and other activities for which public funds could not be used.
In 1922, the First National 4-H Club Congress was held in Chicago. Selection of the nation's healthiest boy and girl received national publicity.
