Updates on 4-H Teen Conference 2007

Banquet Speaker - Dr. Kim Kidwell is a professor in the Department of Crop and Soil Sciences at WSU where she leads the spring wheat breeding and genetic research program. She also teaches a high enrollment experiential-based interpersonal communication course for undergraduates. Sharing from her experiences, Dr. Kidwell will provide a motivational message to the Teen Conference delegates.

New Electronic Filing Requirement for Small Tax-Exempt Organizations

I realize that you have all faced significant changes in procedures in reporting requirements in recent years. I am forwarding along to you information recently sent to me by National 4-H Program Director Cathann Kress. The IRS is placing new requirements on small tax-exempt organizations like 4-H Clubs. We do not know the exact form or full reach of these changes yet. From Cathann's message below, you'll see that she has been receiving a number of inquiries from across the nation; please do not contact her at this time. Cathann has provided us with all the information she has at this point. Her office continues to represent 4-H on the national level with the IRS so that we can have a united approach in full-filling these new requirements. I am sharing the following information with you because I want you to be informed and not blind sided. The level of compliance we will need to follow is still under discussion with the IRS. Thank you all for your understanding.

Beginning in 2008, small tax-exempt organizations that previously were not required to file returns may be required to file an annual electronic notice, Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations not Required To File Form 990 or 990-EZ. This filing requirement applies to tax periods beginning after December 31, 2006.

Who Is Included?
Small tax-exempt organizations, whose gross receipts are normally $25,000 or less, are not required to file Form 990, Return of Organization Exempt From Income Tax, or Form 990-EZ, Short Form Return of Organization Exempt from Income Tax. With the enactment of the Pension Protection Act of 2006, these small tax-exempt organizations will now be required to file electronically Form 990-N, also known as the e-Postcard, with the IRS annually.

Who Is Excluded?
Exceptions to this requirement are organizations that are included in a group return, private foundations required to file Form 990-PF, and section 509(a)(3)-supporting organizations required to file Form 990 or Form 990-EZ.

A number of your staff members have been contacting me at National 4-H Headquarters regarding the new IRS requirements for small tax-exempt organizations.  We are aware of these new requirements and are working to clarify how this will potentially impact 4-H, and 4-H affiliated organizations.  Karla Howard, the CFO at National 4-H Council, and I are working to prepare a briefing sheet for all of you, and I am investigating if there might be flexibility or exemption for 4-H clubs under our shared umbrella EIN.  We will keep you informed as we learn more.

The Journal of Youth Development: Bridging Research and Practice, is an online resource for youth development researchers, practitioners and policymakers. The multidisciplinary, applied refereed journal is published three times a year by the National Association of Extension 4-H Agents and focuses on the development of school-aged youth through the transition to adulthood (ages 6-22).

The Journal of Youth Development: Bridging Research and Practice is particularly interested in receiving papers for publication consideration in the following categories:
