4-H Council Meeting Deadline Approaches

The deadline for recommendations to the Washington State 4-H Council is September 1, 2008. C0985, WA State 4-H Council Recommendation Form, may be ordered from WSU Extension Publishing and Printing by calling 1-800-723-1763; or the form is available online at: http://cru.cahe.wsu.edu/CEPublications/c0985/c0985.pdf. Recommendations are an important way for 4-H volunteers to suggest changes and improvements to the 4-H program. Recommendations should go through a process at the local county level to refine and approve them before being signed by County Council Presidents and 4-H Staff.

This year's State 4-H Council Meeting will be held October 19 at the Holiday Inn, Downtown Everett, as part of the State 4-H Forum, October 17-19. Watch for registration information online at: http://4h.wsu.edu/conferences/Forum/index.htm.
The Council meeting is a chance for 4-H youth and volunteers to discuss issues critical to 4-H, suggest changes in the Washington State 4-H Youth Development Program and elect representatives to the State Advisory Board and State 4-H Fair Board. All youth and adults may participate in the committee meetings. Registration material for the Council meeting will be included with the State 4-H Forum registration brochure. A complete agenda and copies of submitted recommendations and applications will be sent to county offices prior to the Council meeting.
The State 4-H Council Meeting is made up of 3 parts: District caucuses, committee meetings, and a general council session. During the District caucuses representatives are elected to the State Advisory Board and State 4-H Fair Board of Trustees. County designated Voting Delegates will only elect representatives from their own district. This is also an opportunity to discuss and plan District programming for the future.
The committee meetings are a chance to discuss recommendations from the counties for improvements to the 4-H program. If a committee doesn't have many recommendations or finishes early, it is a great chance to discuss project issues and plan for the upcoming 4-H year.
At the general session each of the committee actions on recommendations are accepted or rejected. The accepted recommendations then go on to the State 4-H Fair Board, State Advisory Board, statewide committees, or State 4-H Staff for approval. The State 4-H Program Director has final approval of all recommendations. In general, approved recommendations will be implemented October 1 of the following 4-H year.

There are positions for teens and volunteers from every district on the State Advisory Board and State 4-H Fair Board. The Council meeting is an opportunity to elect representatives to these boards and through the recommendation process, have input on changes and improvements to the Washington 4-H program.

Youth Positions Available on the 4-H State Advisory Board

Teens, who have been in 4-H for several years, are looking for leadership opportunities beyond the county level. The youth positions on the 4-H State Advisory Board, offer the opportunity to use personal 4-H experience to build a better State 4-H program. Each year, youth positions are available from each district and I encourage you to personally invite high school teens to run for these positions.
What will they bring to the 4-H State Advisory Board?
- The youth voice and perspective.
- Creativity and energy.
What will they receive from the experience?
- An opportunity to partner with adults to provide input into 4-H program issues, and the State 4-H Forum.
- Exercise and development of their leadership skills.
- Expenses paid for travel to face to face meetings.
How do they apply?
- Submit an application, with requested signatures, to Jan Klein, State 4-H Teen Leadership Coordinator by October 1, 2008.

Auction

Once again this year the State 4-H Forum will feature both live and silent auctions. The live auction will take place on Saturday evening, October 18, 2008.
Be sure to fill out the form completely and mail or email it to the Snohomish County Extension Office. DO NOT mail the auction item to Snohomish County - bring it with you to the Forum. The Auction Form can be found on the State Forum website: http://4h.wsu.edu/conferences/Forum/index.htm.
The auction is a great way to make money for your county 4-H program. The profits from the auction are divided between the 4-H entity that donated it and the State Advisory Board. More details about this division are on the donation form. Be sure to mail in your donation forms by September 30, 2008, so that your items may be included in the auction catalog.
Award Nominations

Nominations for Annual 4-H Awards must be postmarked by September 1, 2008. The awards include Friend of Washington, Alumni of the Year, the Volunteer's Staff Award and the Volunteer Excellence Awards. Winners of the Volunteer Excellence Awards (Lifetime Achievement and Less than 10 Years) will be sent on for National Competition.

Outstanding County Volunteer Awards

Each county may submit an outstanding volunteer to be honored at this years' Forum. Counties are encouraged to send a poster or display about the volunteer. Please submit the Outstanding County Leader form and electronic picture of the volunteer no later than September 15, 2008. Heather Rider Leadership Award

During their April 29-30, 2006 Board meeting, the Washington State 4-H Advisory Board created the Heather Rider Leadership Award. The purpose of the award is to recognize the extraordinary leadership and service to others by a young person 18-22 years of age at the time of application.
Heather Rider was a Cowlitz County 4-H member who was elected to serve as a State Ambassador and to the State 4-H Advisory Board. Heather was an exceptional young woman who touched many lives in her 4-H career before her life was cut short in the fall of 2005.
This award, created in Heather's honor by the State 4-H Advisory Board, seeks to recognize a young person 18-22 years of age for their 4-H involvement past and present at the club, county, regional, state, and/or national levels. The recognized youth will demonstrate a genuine passion for 4-H. The application is available on the 4-H website at: http://4-h.wsu.edu/conferences/Forum/awards.htm.
Applications are due September 1 of current 4-H year.
Low Ropes/Portable Challenge Training

Southeast District Teen Rally

The Southeast District Teen Rally is being held in Asotin County in Anatone, WA on October 24-26, 2008. Early registration, by September 27, is $60 per person and late registration, after September 27, is $70 per person. “Learning from the past building our future… Down in the Sticks” is this year's theme. Plan on having a ton of fun exploring the trails and enjoying your stay in the mountains!

Round-Up in the Rockies! 2009 Western Regional Leader's Forum

The Colorado 4-H Program is delighted to be hosting the 2009 Western Regional 4-H Leader's Forum in Denver —called Round Up in the Rockies! They plan to have their online registration up and running by October 1.
Registration fees will be:
- Early Bird $225 October 1
- Regular $250 December 1
- Late/Onsite $275 January 15
Single day registrations will be:
- Thursday $100
- Friday $100
- Saturday $125
They have a lot of information posted on their website already at: http://colorado4h.org/wrlf09/index.shtml.
There will be an OMK track included in WRLF. The states that have OMK money have been given approval to use it to come to Denver ! Their workshops will be open to everyone.
Please keep in mind that we will be hosting the WRLF in 2011 and if you have never attended a WRLF before this would be a great opportunity to see how these events run.
